Beach Regulations and Municipal Codes In order to insure that the beach remains a safe and enjoyable recreational location for the largest portion of the population, the City of Solana Beach has enacted a variety of Municipal Codes regulating beach activity. Below is a list, by topic, of the most pertinent beach related municipal codes. Topics covered include: Unlawful Acts on Beaches or Parks, Surfing, Alcohol, Smoking & Tobacco, Glass Containers, Dogs, Beach Fires and Barbecues, Use of Beach by Organizations and Large Groups.
UNLAWFUL ACTS ON BEACHES OR PARKS: The following is a list of activities which are prohibited on Solana Beach Beaches.

Starting or maintaining fires except in designated areas.

Walking, climbing, hiking on or vandalizing any coastal bluff or seawall.

Camping or sleeping after 10:00 pm or before 6:00 am.

Riding Skateboards within Fletcher Cove Park or parking lot.

Playing a radio, record player, tape player, cd player etc. louder than can be heard from more than 50 feet away.

Playing, practicing or swinging golf clubs.

Selling, renting, or leasing any merchandise, articles, etc. without a valid city permit.
-
Distributing or posting handbills, circulars, etc.
SURFING: Surfing is prohibited in all designated swimming areas. Non-surfing areas are marked in Solana Beach using a blackball flag (a large yellow flag with a black ball at its center). The area of beach between two blackball flags is a designated non-surfing area.
DOGS: Leashed or unleashed dogs, except for guide dogs, are prohibited on all City beaches, beach accesses, parking lots, and bluff top areas 24 hours a day.
BEACH FIRES AND BARBECUES: It is illegal to start or maintain any fire except in areas specifically designated for fires by the city manager, or to start or maintain any fire except within the confines of a fire ring, stove, barbecue, hibachi or other similar device not exceeding three feet in diameter and specifically designed for starting and maintaining fires; or to start or maintain any fire out of any wood or other material containing nails, screws or bolts (BURNING WOODEN PALLETS IS PROHIBITED). All fires are prohibited between the hours of 10:00 p.m. and 8:00 a.m. of the following day. All fires should be extinguished with water only. Do not bury coals or other burning materials with sand.
ALCOHOL: No person shall consume alcoholic beverages, or possess open containers of alcoholic beverages, in public parking lots or adjoining park and bluff top areas unless the City has designated a specific temporary or permanent signed area.
SMOKING & TOBACCO: No person shall smoke within the boundaries of any public beach or park unless the City has designated a specific temporary or permanent signed smoking are. GLASS CONTAINERS: Glass containers are prohibited on all city beaches. No person shall possess any glass container for food or beverage on any public beach, or beach which is open to the public, or any street, sidewalk, alley, highway, public parking lot, public trail, public access way or bluff top open to the public, immediately adjacent to such beach. USE OF BEACHES BY LARGE GROUPS: No company, society, organization, association or group of more than twenty-five persons shall hold or conduct any picnic, celebration, parade, service or exercise, or otherwise attend any public park or beach without first obtaining a special use permit. Special use permits for beach use are not issued between Memorial Day and Labor Day.
