The City of Solana Beach is dedicated to protecting and enhancing the local environment. The City understands that a healthy environment is directly linked to a high quality of life. Therefore, the City takes pride in every effort it takes to ensure that the delicate environment is protected for many generations to come.
The City's Environmental Program is muti-faceted, with the three largest areas being Stormwater (urban run-off), Solid Waste (including recycling), and Household Hazardous Waste (HHW). These programs are designed to not only to protect the environment, but also to assist local business owners and residents comply with local, state, and federal environmental regulations.

As a coastal community, Solana Beach relies on clean water for its residents, healthy beaches and lagoons, public safety and a desirable environment for wildlife.

Storm Water Program (Including construction and SUSMP)
Household Hazardous Waste Program (HHW)
Common Household Hazardous Wastes (HHW) can create a tremendous detrimental effect on our delicate environment if it is not disposed of properly. HHW can pollute our local waterways, harming marine wildlife and making us sick. That is why the City has developed a very successful HHW Program to ensure the proper disposal of HHW to ensure that it does not enter our local waterways. The HHW Program has a couple of disposal options, all aimed at making it easier and efficient for you to dispose of the waste properly. These include:
- Door-to-Door Home Collection
- Two Permanent HHW Collection Facilities Located in Poway and Vista
The Door-to-Door (or home) HHW collection service is offered to any Solana Beach resident for a small co-payment of $10.00 (the City subsidizes the disposal cost). To set up an appointment, please call (800) 714-1195. The Door-to-Door (or home) HHW collection service is available to qualifying homebound or senior residents (age 65 and over) at no charge.
In addition to the Door-to-Door collection service, there are two regional permanent collection facilities that are open every Saturday (except holiday weekends) from 9:00am to 3:00pm. Residents can bring their HHW to these facilities free of charge (the City subsidizes the disposal cost). The Vista facility is located at 1145 East Taylor Street at Laguna Lane. The Poway facility is located in the South Poway Business Park at 12325 Crosthwaite Circle at Stowe Drive.

It is dangerous and illegal to discard HHW into the trash, storm drain, or down the sewer. To reduce the amount of HHW you generate, please buy only what you need and use it up. E-Waste Recycling/Disposal
E-Waste is a popular name referring to electronic products that are at the end of their "useful life." Computers, televisions, monitors, VCRs, stereos, copiers, and fax machines are common electronic products that must be recycled/disposed in a special way, separate from the trash stream. Many of these products can be reused, refurbished, or recycled. Unfortunately, most people are unsure of the proper way to handle these products that are no longer useful. For this reason, the City of Solana Beach has developed a few different options for residents to utilize to properly dispose of their E-Waste.
The following options are listed below:
- Residents can utilize the HHW Program listed above. Residents can dispose of their E-Waste through the same program as common HHW products, with the same parameters applying to both programs. There is a $10 co-pay for home pick-ups (free for residents over 65 years of age or homebound) and it is free of charge to drop off at permanent facilities in Poway, Vista and Escondido.
- Residents can now recycle their computers and televisions (working or not) to Goodwill at local drop-off locations. Goodwill Industries accepts all computers, televisions and computer related equipment and electronics free of charge and provides a receipt for tax purposes. These drop-off sites are located at the following areas and are open 7 days a week:
- The donation center in the Park and Ride at I-5 at the Carmel Valley Road/Sorrento Valley Road exit
- The donation center at the 805 and Mira Mesa Blvd exit
- The donation center in the Park and Ride at I-5 and La Costa exit
- Residents can now recycle their computers and televisions (working or not) to Goodwill at local drop-off locations. Goodwill Industries accepts all computers, televisions and computer related equipment and electronics free of charge and provides a receipt for tax purposes. Solid Waste Program
The City of Solana Beach contracts out the trash services to two companies, Coast Waste Management Inc. (WM), and EDCO Waste and Recycling, Inc. (EDCO). WM services the residential community (including muti-home residential) whereas EDCO services the commercial accounts. Both haulers provide recycling services to all customers, and if you would like more information about their services, you can contact them directly or call the City's Environmental Specialist at (858) 720-2477.

Roll-Off Bins
The City of Solana Beach has an exclusive contract with EDCO to provide roll-off bins to Solana Beach residents. If you need to order a roll-off container for a home project, you must call EDCO at (858) 350-8544 to set up the necessary arrangements.

Construction sites have been identified as a large contributor to urban runoff pollution if the proper pollution prevention practices are not regularly performed. Sediments, trash, fertilizers, concrete wastes, washwater, hazardous chemicals, sanitary and septic waste and equipment fluids are a few of the many contaminants that construction sites may contribute to urban runoff. Due to this high potential for urban runoff pollution, all construction sites are required to implement pollution prevention Best Management Practices (BMPs). Additionally, sites over one acre are required to obtain storm water permits from the State Water Resources Control Board. Construction and Demolition Recycling Ordinance
The City recently adopted a Construction and Demolition Recycling Ordinance that requires ALL demolition permits and construction projects with a $100,000 valuation to recycle at least 50% of debris generated by the project. The applicant is responsible for submitting a Waste Management Plan (WMP) prior to receiving a demolition or building permit and will not receive the final project approval until they prove that at least 50% of the debris was recycled.
